Our manifesto

Beyond its role as a network leader, the REF is an independent and political movement that brings together actors working across different territories and themes in the field of international solidarity.
‍
It gathers French civil society organizations and individuals committed to Euro-Mediterranean solidarity. Its role is to federate, strengthen, promote, and represent civil society so that it can develop independently and act for a just and lasting peace in the Mediterranean. As a multi-thematic network by nature, the REF is distinguished by its diversity. Its members work on interconnected issues at the Mediterranean scale, with varying degrees of structure and diverse approaches and themes. Issues related to human rights and youth form a common foundation for action for all members.
‍
Its method of intervention is based on cooperative principles and promotes the sharing of knowledge, collective learning, and intergenerational dialogue among its members, in a spirit of collaboration and mutual enrichment. The REF is a human-scale network that fosters the development of fair and equitable solidarity ties between actors in independent civil societies across the Mediterranean.
‍
As a trusted space, the network upholds strong humanistic values embodied in all its activities and collective life. All its actions are designed and implemented through an inclusive, welcoming, and safe approach for everyone.
‍
It is a network that experiments with collective working methods and defends the legitimacy and value of expertise within the non-profit sector. The REF values collective commitment and the journeys that shape it, believing that the means used and the solidarity shown are as precious as the results obtained. It strives to showcase the beauty, value, and richness of the commitments and initiatives led by independent civil society actors across the Mediterranean.
‍
A shared political vision of solidarity in the Mediterranean. REF members promote democratic processes, justice, and solidarity across the Mediterranean, working across borders to uphold human rights, peoples' right to self-determination, and true social and climate justice. The REF mobilizes and fights for youth participation, gender equality, respect for cultural diversity, and the right to mobility. It defends freedom of association and the autonomy of civil societies from political, economic, and religious pressures.
‍
The principles upheld by the REF and its members are fully reflected in the organization and daily actions of the network. Tansparency, care for collective well-being, and consideration for every opinion are essential foundations for ensuring a balanced partnership. Within the network and all spaces connected to it, any behavior or action shaped by colonial, patriarchal or any other forms of domination, is systematically opposed.
‍
Young people are an integral part of the REF's DNA. For the REF, involving youth at every level of decision-making in our societies is a major democratic challenge for the future.

Our history

Since 2005, the REF has established itself as a key player in Euro-Mediterranean cooperation between civil societies.

Born from the Euromed Non-Governmental Platform, it defends a clear ambition: to strengthen solidarity, dialogue, and shared commitments in the face of democratic, social, and human challenges in the Mediterranean.

Over the years, the REF has strenghened its network, professionalized its actions, and led large-scale projects, establishing its role as a multi-thematic network leader.

This history reflects the REF's ability to bring together committed actors, support vulnerable civil societies, and place Mediterranean youth at the heart of its action.

The REF works daily in solidarity with other associations and collectives that share its values and goals, such as…

The collective associations
that the REF belongs to

Plateforme des ONG françaises pour la Palestine

Discover ↗

In May 2024, the REF joined the Plateforme des ONG françaises pour la Palestine—which brings together 41 associations—as an observer member. Established in 1993, the Platform aims to mobilize support for the recognition of Palestinian rights, particularly the right to a sovereign Palestinian state based on the so-called 1967 lines.

Plateforme des Droits Humains (PDH)

Discover ↗

Since 2022, the REF has been a member of the Plateforme des Droits Humains, a collective of French NGOs working to promote and defend human rights. This platform was officially established in September 2017 at the initiative of 12 NGOs headquartered in France. Its objective is to strengthen the collective momentum and effectiveness of organizations working to defend human rights internationally.

Centre international de culture populaire (CICP)

Discover ↗

The CICP provides associations and social movements with the technical, logistical, and material resources necessary to exercise their freedoms of action, expression, and assembly. It stands in particular solidarity with associations that support national liberation struggles, defend human rights, and stand with immigrant workers, aiming to facilitate their work and foster solidarity. The REF is headquartered at the CICP’s premises.

Collectif J’y suis, J’y vote

Discover ↗

The REF is a member of the "J’y suis, j’y vote!" collective, which advocates for foreign residents—who live in and contribute to French society—to be able to participate in local democracy as well. In France, millions of foreign residents participate in economic and social life, pay taxes, and contribute to the development of their municipalities, yet have no say in local political decisions. This exclusion represents a major democratic divide.

Place aux jeunes !

Discover ↗

Led by the association Engagé.e.s et Déterminé.e.s within Coordination Sud’s Youth and International Solidarity Commission, Place aux jeunes ! aims to strengthen the role of young people in the governance of civil society organizations and ensure they are better taken into account in public policy. The REF’s involvement in Place aux jeunes ! enables it to promote the Med Youth experience to French youth associations.

Coordination Sud

Discover ↗

The REF is a full member of Coordination SUD, the national coordinating body for French international solidarity NGOs, founded in 1994. Coordination SUD’s mission involves promoting and defending the sector; strengthening organizational professionalism through consulting and training; advocating before public and private institutions in France, Europe, and worldwide; and conducting monitoring and analysis.

F3e

Discover ↗

In 2025, the REF joined F3e, a network of associations dedicated to driving improvements in practices and strengthening organizational skills. To strengthen the capacities of organizations working in international solidarity and cooperation, F3e offers tailored learning pathways based on a range of support services.
